Hi everyone. Meteorologist Anthony Baglione here with a check on our forecast as we, of course, head through the rest of our Thursday. We're gonna be going for a relatively comfortable day here, high temperature wise, mainly in the low 80s this afternoon. Should see a lot of dry time before we see some storms pushing in after about 10 p.m. this evening. Otherwise, though, right about lunchtime, 78 degrees, 83 for high, and then into this evening, most of us in the low to mid 70s. Let's talk about these next rain chances though. So as we go through today, again, lots of quiet time, we see a mix of sudden clouds, kind of a little bit more mostly cloudy than anything. 10 o'clock tonight, you start to see some rain and storms pushing in from the west. They move to the east early tomorrow morning, we still could have some lingering moisture around for the Friday morning commute before we get a lull in the action, and then more storms tomorrow afternoon.

The press conference comes after several schools and North Carolina Department of Public Instruction employees across North Carolina said they received messages from a "threat actor" claiming they had access to student and teacher data from a PowerSchool data breach. The stolen data was originally deleted in January.

construction. Uh, we are here today to discuss an update on a global cybersecurity incident involving our state's state's uh student information system, uh, and it's vendor, uh, Power School. Um, At this point, I believe we're gonna try to hand it off to our chief information officer. I'm not sure whether she's been able to join the call yet and so I'm just gonna share a few things, um, uh, that she would share and hopefully she'll be able to join soon. So this morning, uh, threat actors reached out to a number of employees in public schools across the state. And the North Carolina Department of Public Instruction, sharing that they had obtained North Carolina student and teacher records initially compromised in the power school student information systems cybersecurity incident that was reported in January of this year. In addition, the threat actor, uh, attempts to extort North Carolina public schools, um, and, and the message that was sent. Um, North Carolina Department of Public Instruction has not and certainly will not engage with these threat actors. Uh, we're prohibited by law from doing so, uh, as well. We have confirmed that the threat actors have access to the same data files that were compromised. Um, back in, um, December of 2024 that we were notified of in early 2025. We've actually shared, uh, those, that information with um our district and charter school leaders um in early January. Of 2025, those data tables include student and staff names, contact information, Social Security numbers, and there were just a limited number of student social Security numbers, birth dates, medical notes, and parent and guardian information. It is not yet clear if the same threat actor is responsible for both of these incidents. However, Power School shared in a statement that they released earlier today that they do not believe that a second data breach has occurred, uh, because this involves the same data set. Uh, these messages and threats have not been isolated to North Carolina. Power school customers across their global database have reported receiving, uh, these messages as well. We have certainly notified, uh, law enforcement and, uh, know that they are actively investigating this matter. At the time of the original incident notification in January of this year, PowerSchool did assure its customers that the compromised data would not be shared and had been destroyed. Unfortunately, that at least at this point is proving to be incorrect. Uh, Py school, uh, as they have acknowledged, uh, is the responsible party for this breach, uh, and as we have shared, uh, before there was nothing that the Department of Public Instruction, school districts, or individual schools could have done to prevent these, uh, violations. Now I will note that Power Schools uh contract with North Carolina for the student information system ends this summer. On January, excuse me, on July the first, all uh public school units, which include our district schools and our charter schools, will begin using infinite campus as their student information system. Infinite campus was chosen um uh for a number of reasons, but, um, in part because they certainly have a more modern comprehensive solution that will support uh our students, parents and educators across the state. Um, we also uh deeply investigated infinite campuses security practices and are pleased with how they are designed. Yeah, here in North Carolina, we certainly take uh protecting educator and student data very seriously. Um, there are a number of things that we do uh with vendors, and when Doctor Wren is able to join us, I'm sure she'll add to that, um, but please know that, um, Yeah, we remain committed to ensuring that all schools have the information and support that they need. Um, now, I do want to, uh, express my regret to our students, parents, teachers and school and district members that have been affected by this incident. I want you all to know that we support you and are working to ensure that your personal information isn't further compromised. All of us here at DPI uh take data privacy very seriously. It is certainly unacceptable that these families and public servants have had their data compromised again and are going through what we just went through a few months ago. It is completely unfortunate that the perpetrators are preying on innocent children and dedicated public servants. Um, we are, um, as I mentioned earlier, working closely with law enforcement, um, to try to do everything we can do to be sure that uh the responsible parties are held accountable for their actions. Again, uh, DPI has notified all of our public school units of this incident and certainly are providing ongoing support. Um, we've also indicated, and I do want to be sure that folks know this, um, that might be listening in, uh, that we have advised anyone who that received a message from the threat actor that they do not engage with that threat actor. Um, and rather, uh, it'd be better for them to report this incident to uh the North Carolina Department of Public Instruction, uh, and in particular the cybersecurity team immediately. I certainly want to thank our cybersecurity team that are led by my colleague, uh Doctor Vanessa Wren uh and school and district staff members for their quick response to this situation. We're also grateful to our law enforcement officers at the Federal Bureau of Investigation who are diligently investigating this matter. I would also be remiss if I did not mention that the North Carolina Local Government Information Volunteer cyber strike Team um is assisting DPI and confirming the validity of the data shared by the threat actors. Yeah, so now this uh particular incident is ongoing, um, but I'm going to now, uh I think I now see Doctor Wren. I'm gonna turn it back to her and let her share, uh, anything that she'd like to before we open it up to any questions that y'all may have. Doctor Wren. Thank you, Superintendent Green and um thank you for sharing that information. We have worked to be as transparent as possible as this data and information has come available to us. Um, what we do know is about 20 of our LEAs did receive an email this morning. And that email was from a threat actor, um, that showed some evidence of having the same data that was breached in January. And uh so we are working with those schools and we have also set up a way for schools who receive any other notification to reach out to us as well and, and we'll continue to support them through that. Um, again, I'm gonna echo how unfortunate this entire incident has been. Um, but we'll also say that we are very pleased with the review of all of our our contracts that hold any sensitive data and how those are being handled by our vendors. Um, we could, we use many software as a service vendors and we do make sure they meet the state security standards, um, but we are ongoing, um, reviewing for diligence in this area as well. Right, so at this point, um, Jeannie Howe, um, Turn it over to you to handle how we will uh have questions. Uh, if there are any. Thank you for taking my call. Um, quick question, um, you did say that the FBI was investigating or other legal actions being considered against PowerSchool by DPI or the state involving this matter? Yeah, so as I think had been reported uh earlier, the North Carolina attorney General was also investigating this incident, um, when it uh first occurred and they were gonna make a decision about um whether they were going to bring any, you know, sort of action, um, and so we will certainly communicate, uh, this information to them. Uh, as well as they are going about making whatever decision they're gonna make with regards to legal action, and they would be doing that on behalf of um the Department of Public Instruction, State Board of Education, uh, North Carolina as well. Right, um, if we can go next to Bianca Holman, would that be ABC 11? Hi, good afternoon. Thank you for taking my question. Um, since this seems to have been the same data set from the January, uh, breach there, is it possible that, you know, hey, this could happen again, you know, another bad actor or the same organization or groups of people that are doing this, um, This could be at risk. And then also I, I remember, um, uh, Mrs. Wren, you know, earlier we talked earlier when this did occur that you said there is kind of credit monitoring um being offered. So can you kind of speak to some solutions uh that are in place to help people if they get these messages and whatnot again? Yeah, so let me take the first part of your question first. Um, is it possible that this happens again? We, we addressed earlier that this is the exact same data set. We cannot confirm if it's the exact same threat actor with the same data or a different threat actor. In our conversations with PowerSchool, um, they have indications it is the same threat actor, but they cannot verify that. Um, so if this could happen again, it's somewhat unknown now, but what we do know is that data is not destroyed and it is out there. There is credit monitoring and identity theft protection available, uh, that is open until um July 31st, and it is at no cost to any one of our educators present and and past and any one of our students and their families present and past. Uh, we have that information on our website, how to click the link and put in the code and sign up for credit. Monitoring and identity theft protection and um even though that is currently slated to close at on July 31st, we're in conversations with Power School to have that open and available much longer. But at this time, Power School has agreed to have that open until July 31st July 31st, and we'll keep advocating for an extension in how long that window stays open. Um, so we appreciate all of your help and getting that information out there and encouraging anyone who even thinks they have been impacted by this, um, to sign up for credit monitoring and identity theft protection. Those are some of the best tools to us, um, to ensure that even if our data has been exposed, we are protecting ourselves in the way we know we can. Thanks, Vanessa. Next we've got a question from Kara Peters with WXII. Hello, yes, thank you for uh taking my message as well. Uh, I have a clarification, um, something to clarify and an additional question. Um, Doctor Rennie just mentioned that it's the same data set this time around, but you cannot confirm, um, it, it's the same threat actors, so that means it's the same victims as well, correct? That is correct. That is correct. We did um confirm. The the counts of data and the data counts match what we confirmed happened back in January, but we can't confirm if it's the same threat actor again in our conversations with PowerSchool they they think it is the same because the names are very similar um but are slightly different but cannot confirm that and and it's the same data set, um, but cannot confirm that for certain. Thank you for that and uh something that uh Superintendent Green mentioned earlier that you all do not believe that a second data breach has occurred. So what makes this incident uh different than uh the 2024 breach? Yeah, so, uh, what I would just lift up is in this incident, uh, in this situation, um, the threat actor uh communicated directly with schools and the North Carolina Department of Public Instruction, uh, and again they've done this not only with us but with other, um. You know, uh, end users, if you will as well, so other districts across the, the globe have also experienced this as well, so we're not alone, but this is as opposed to them communicating in the first incident, um, directly with uh Power School and Power School working directly with them in this instance they communicated. Um, directly with, uh, some of our schools and with, uh, you know, some folks here at the Department of Public Instruction. So that's what makes this a bit different, uh, than the first time. Um, I'll turn to Doctor Wren to see if there's anything that you would want to add to that. That was a good, that was an accurate response. That is what makes us different and um so it's the same tactic, just a different audience, um but other than that, it is the same type of um extortion, saying, hey, we have your data, um, and, and looking to gain from that having access to that data. Thank you. Next, we have a question from WSOC, um, from Jonathan, um, and his question is, um, can you provide any more specifics about the threat the LEA has received this morning were students or families contacted? We do not have any evidence of students or families being contacted. Uh, we received about 50 emails to various employees here at the Department of Public Instruction and confirmed that 20 local education agencies were contacted through various emails. We could not find any type of trend in who they picked. Um, to email, uh, we, we tend to think it's emails that they could publicly find and contacted that person, but we did determine that it was 20 different LEAs, um, that we have been notified of and that we have, um, verification of have have been contacted. As shared earlier, we do know that um this has been broadly um this exact same communication has been sent to other school districts and other states across the United States today and yesterday and broadly across the globe, uh, two days earlier. Um, it tends to be the exact same message and the exact same methodology, um, coming from the same threat actor. Thank you. We're going to take a question from Emily Walkenhorst and then from Dabreaches.net, and then we're going to wrap up with one final question from WSOC and that's about all we're going to have time for today. Um, Emily asked, what is the threat actor asking for and where specifically should people report if they receive an email? The threat actor has asked for Bitcoin, um, in, in exchange for the data, and um and the second part of that question, Jeannie was If you don't mind. Where should they? Where should they report if they receive an email? Yeah, we have asked them to report to DPI and we've provided them a form to conduct that report and we have taken care of all the regulatory reporting and law enforcement reporting related to this incident. And as we get more information from our schools, who has been contacted, we will do that reporting for them on their behalf. Um, and we've mostly, um, touched on the, um the question from Dabreaches.net, but, um, has North Carolina heard any other states, um, that have received this extortion demand? Yes, we've heard of another state out west that has received the same extortion demand um this morning, and that was um in Oregon, and we are starting to get reports from other states as well. I don't have those confirmed, but we also did get confirmation from Power School that Canada received the exact same communication two days ago. All right. And our final question is, um, are you able to name the LEAs that were impacted today? Um, we do have a list. I'm not prepared to name those today, um, and these are the LEAs who were contacted today by email, but we do have a list of who was contacted and, and again, these went to personal, some are personal emails, um, many are work emails, and some of them are group emails, um, such as, you know, HR at and uh so it varies. And I, I think the thing to be clear about though is, um, in that question is, you know, so we're talking about all of our public school units. Data sets would have been, you know, uh, compromised by this threat actor across the state of North Carolina because we use Power School to be our student information system for all of our public school units. So, um, to the extent that's part of the question we want to be clear that it's not just the ones who might have been contacted, but uh all of our um public school units. And we will slip one last one in here. Um, Richard Holm with the Harold and Roanoke Rapids has asked if it's just public schools that are being targeted or if private and charter schools are being targeted as well. But we do not have any students in our student information system from a private school. This is also impacting charter schools that was part of the data set that was originally breached. We did not have evidence of any charter schools receiving an email today from the threat actor. All right. Thank you so much, Vanessa, and uh and Mr. Green for your time today. Authorities at Raleigh-Durham International Airport discuss recent growth and the addition of new routes.

You're gonna hear from Lucas Johnson in just a moment, but I do want to share with everybody some of the great news that we've seen here at RDU over the past couple of months. Last year, we had a record number of passengers that that flew through RDU with 15.5 million total customers that flew through the airport. We now have more destinations and more airlines than ever before. As we welcome more passengers and more flights, we need to improve the overall airport infrastructure. And as a result, we're building a new runway, expanding our busiest terminal, Terminal 2, adding more parking spaces, expanding and widening John Brantley Boulevard, opening more restaurants, and of course building a ground transportation center to handle a lot of the commercial traffic we have at RDU. Over the next 10 years, we will touch just about every corner of this airport, elevating the travel experience, uh, and hopefully, um, improve the driving experience to, to the airport itself for our consumers. Now, a little bit about Breeze. Breeze is uh growing right along with RDU. Surprisingly enough, this is an airline that started service in 2023 with eight destinations. Uh, after the two announcements today, they will have 28 destinations coming out of RDU. So we are honored that Breeze has chosen RDU as being the first airport in North Carolina, but we also appreciate the partnership with Breeze. We believe they're a very good fit for RDU. They're a great fit for our customers and also the Tria region. And we hope the travelers will help embrace Breeze's business model, of their affordable options, savvy service, plenty of perks that they will provide for our customers, and I think our customers would truly like what they've actually got. The customers have gotten a chance to actually fly through RDU on Breeze have all done great in terms of supporting that service, so we're really excited. So as we move forward, our guests will soon have more travel choices thanks to Bree. And of course, to share this news, I'm gonna ask Lucas Johnson, their commercial development officer, to come forward and provide a little bit update. Lucas. OK. Thank you, Michael. Yeah, it's great timing. No, I, I really appreciate it, uh, with Michael, uh, the airport authority, and everybody in Raleigh here. um, it's just been an amazing ride and so my name is Lucas Johnson, our chief commercial officer at Breeze Airways, and I'm here to announce two more, uh, new destinations to, uh, to Raleigh, as we keep growing. And so first is Key West, Florida, uh, really exciting destination. Um, service will start in October, uh, introductory fare of $79 and operate twice a week um. Mondays and Fridays, and then we've also got Manchester, New Hampshire starting up in November. It will be operating on Thursday and Sunday and introductory fares are $45. So really exciting as Michael mentioned, this will take us to 28 destinations, which is now the most destinations of any airline in Raleigh Durham, incredibly exciting to grow from just a couple of flights a week to over 100 flights a week now within just a two year period, so tremendous growth out of the region. Uh, what you guys are used to, and, and we think we've got the perfect product for it. So we've got um a premium leisure product. We've got uh 12 1st class seats we call breeze ascent. Uh, we got 45 extra legroom seats and 80 standard legroom seats. We're really excited to share and obviously the, the region has taken really well.
